Reading his Wikipedia page, the subect of his Doctoral Dissertation was "Sharpening the Focus of Political Will to Address Achievement Disparities"

Pretty well describes why he was picked to be the Education Secretary - he's a rabid Leftist.

That page also lists him as a "nominal Catholic" so he a Biden and Pelosi have that in common too.
