The first sentence and the second up to the comma is all that needs to be said if this is a short-term service as Governor.
The rest smells of something different.
It reminds me of Al Haig, “I’m in charge now.”

If the Governor (regular or acting) calls the Legislature back into session, how many days are included in that “call” to allow travel and staff prep?
She seems to be reserving the action (for herself) in the future.
