I should amend that. I think the state in general is Red, but I have heard that Casper is a liberal city, at least for Wyoming. For what that is worth...

In Wyoming?
No place is immune.
I live in nw Arkansas. It used to be that vagrants-with-help-signs showed up at local intersections during the holidays.
More recently, they have been showing up at non-holiday times.
Some seem healthy, able-bodied. [I suspect panhandling pays more than some jobs.]
