The Patriot Act, a more than 300-page document, was passed by the U.S. Congress with bipartisan support and signed into law by President George W. Bush on October 26, 2001, just weeks after the September 11 terrorist attacks against the United States.2 The Senate passed the bill on October 11, 2001, and the House passed a "clean" bill on October 24, 2001, which both incorporated and resolved differences between the House and Senate measures. The Senate agreed on the changes the following day, with just one dissenting vote and one nonvoting member.1 The Patriot Act significantly expanded the search and surveillance powers of federal law-enforcement and intelligence agencies, and made numerous changes to existing statutes relating to the privacy of telephone and electronic communications, the operation of the Foreign Intelligence Surveillance Court, money laundering, immigration, and other areas.3 Since its passage, several legal challenges have been brought against the act, and federal courts have ruled that a number of provisions are unconstitutional.
What is with the insults. It was already in the hopper in the Clinton Administration, if not before. This was a decades old plan.
