The odds are pretty good that she was a thief since probably 75%-80% of the theft in this country is carried out by one group of people. If the store claimed she was stealing, then they likely have the proof on video. Don't want to get on the bad side of police? Then comply with their requests instead of saying, "I dindu nuffin".

The theft at retail stores is shocking
7-8 years ago I saw a Latino girl stealing at a WalMart.
I didn’t realize what she was doing but they were watching her on the cameras.
Two cops standing there with their backs to her. Maybe 2-3 feet away.
She didn’t get 5-6 feet before they handcuffed her.
We’ll probably never see the evidence against her now

If the store claimed she was stealing, then they likely have the proof on video. I've read a few stories on this shooting. It appears she was with a group of people who were stealing alcohol bottles from Kroger Supermarket. They left the store together and then scattered to different vehicles.
When confronted by the cops, she said, to paraphrase, "I wasn't stealing. Those other girls were." and then proceeded to disregard the cops' orders to comply.
It can also be mentioned that the Lexus she was driving was parked in a handicapped space and had no license plates.
