It is absolutely staged. This is a show where they have actors do outrageous things to see what the reaction of bystanders will be!! The restaurant guy and MAGA hat wearing guy are actors. They wanted to see the reaction of others in the restaurant
Its actually a pretty good show. They had one where a guy was berating a downs syndrome employee at the super market. The guy doing the berating and the downs syndrome employee were both actors. People starting going after the actor who was purposely berating the actor that played the down syndrome employee.

We were in a restaurant and it was hot so I took my jacket off exposing my shoulder holster. Lady next to us remarked she had never set close to anyone with a gun before. ( I have a CCW) I told her it was OK since I had taken my meds this am.
