Just before the Lyndon B. Johnson Fall, 1964 vote to start the Great Society, black families led all groups as the highest number of intact nuclear families.
After that the government benefits for a male present family were ended or greatly reduced. The male was expected to support the family. A woman raising children on her own got full benefits and child entitlement money and healthcare.
