Russia has already lost about 53% of the land area they had initially stolen in Ukraine!
Russia was supposed to be the world’s number two military force. But they are retreating against tiny Ukraine bit by bit every single day now.
Nato has now expanded with Finland and Sweden.
America’s war industry is in full swing making billions in selling US-made weaponry to the EU.
While Russian leaders are assassinating each other of fighting off internal rebellions.
The Ruble has crashed... etc.. etc...
Russia has already lost. Not only in Ukraine. But it has become a failed state.

Sneering at the rest of the world with contempt is proving no way to construct alternatives to war.
How to cooperate with the rest of the world? Production, trade and competition. The opposite of sanctions and force.
I agree with your construct: "The Nuland - Sullivan strategic center for self interest" has proved destructive to most Americans as well as much of the world. (And Obama is in the thick of it, behind the scenes, I suggest, alongside the likes of DOD's General Ray Theon.)
The "world's policeman" premise is a lie today, because policemen get paid, and we are approaching $33 trillion in debt, so very few are getting paid, some few Americans but not the nation as a whole, and NONE of the Nuland - Sullivan strategic center folks are on a front line anywhere. Almost all its apartment buildings are still standing and in about the same condition as when it invaded Ukraine (and also placed its forces in two republics that had been independent for about eight years).

Imported stuff is now real expensive after the ruble has steadily lost value. However, most Russians don’t have a lot of space to store Chinese-made chattels.
Life in Russia goes on.
Zelensky has 4 or 5 mansions all over the world.
Ukraine has probably lost tens of thousands of good soldiers recently.
However, even after the Germans lost their 6th Army at Stalingrad, they still fought on.
