The lawyer's office either has a restroom or there is a public restroom in the building. While I think the officer went over the top peeing in public is unacceptable unless you are wearing a diaper.

It’s legal in Japan. You can even see truckers doing it on sides of freeways. I’ve been spotted by cops dozens of times and they just look away and ride by on their bicycles once they realize I’m just watering the bushes and not a suspicious dude. Drinking on the street is also legal and stores sell booze 24 hours. It’s paradise.
