The first time I heard about anything like this was in Portland, OR 10 years ago.
One of my best friends lost her home to squatters from India and law enforcement was powerless.

Squatters were all Inuit (They emerged from the earlier Thule people, and are related to the Aleut people.)

Officers were all Native Hawaiian and Other Pacific Islander alone (who represent 0.2 percent of the total US population.)
