I suspect they kept at least details from him, if not the entire program. Obama may not have included any information about it in his transitional material. Would it not be a major political scandal if Trump was not briefed on the program? I think it should be.
As I’ve read it, one of those labs in ukraine was working on an aerosolized variant of rabies (what could go wrong)....
