I remember when cities used to crack down on quality of life matters. Even the Daleys in Chicago didn’t tolerate thus crap.
Neither did the Mafia. SF needs an Al Capone and a few dozen Tommy Guns.
The Daleys were corrupt certainly, but the city worked and at least you knew who had to be paid.

That’s what’s missing. A person with “poor quality of life” needs be excused, helped, considered a victim of things beyond their control, perhaps abuse by Whites.
Looking at SF specifically, if you steal less than $800 then you can just keep it. Cops won’t come after you. Out with the cops. In with the counselors.
