The way it works is a letter stands for another letter. For example: AXYDLBAAXR is LONGFELLOW (does not apply to today's cryptogram).

I seriously doubt that the author nor GLUILA ever cared a bit about the HFFA.
The first sentence of the quote has been the hymnal of demagogues for millennia.
That one was really hard for me. I wouldn’t have figured it out if not for the clues left by FReepers.
