Then those states can hold referendums that call for making referendums illegal.

Well, abortion during the first trimester is a position taken by a majority of women.

But when it comes to partial birth abortion, or killing a baby at birth, that's another politcal position.

It's a difficult poltical situation.

Just like the states require licensed drivers to first pass a written road laws test, the states should require everybody to first pass a state and federal constitutions voter's qualification test before being allowed to vote.

In fact, local schools should make passing state and federal constitutions tests a requirement for graduating from high school and enrolling in college.

The referendum process became popular in the early 20th Century due to the Populist and Progressive movements. These movements emphasized direct democracy and proposed popular override of state legislatures, which were seen as corrupt and business dominated. Part of the same movement involved the passage of the 17th Amendment, which ended the state legislatures choosing U.S. Senators.
