The security guard is there merely for show, and everyone knows it. He probably isn't allowed to be armed. He probably was instructed by corporate HQ that he will NOT physically intervene in any event. And everyone also knows if anything "goes wrong" the woke LA DA will charge him instead.

It has been cheaper for them to minimize their number employees and let a little theft occur.

My dad always said that locks are to keep honest people honest. A criminal will ignore a lock or in this case a security guard.
