There seems to be a problem with noreika’s clerk’s office.

The captain of the ship is responsible for the actions of the members of the crew under his/her command. This doesn’t inspire much confidence in the judge either.

In this case apparently to continue with the analogy, the ship is manned with a crew of pirates not necessarily of the captains choosing.

(I am under the impression that court clerk offices and staff are shared between judges.)

The judge has her own law clerks. She does NOT run the clerk’s office. There are many judges.
To some extent the District Court and chief judge supervise the clerk’s office but the clerks are federal civil servants.
This days nothing about the judge’s supervisory abilities. That’s why she now ordered that all Communications come through her chambers not the clerks office.
