To some extent the District Court and chief judge supervise the clerk’s office but the clerks are federal civil servants.

This sounds a bit like a “since you can’t do it I will” type of response. That’s no way to fix an impactful problem like this.
Allowing something like this to happen during a very high profile case is suggestive of a process breakdown. Notwithstanding the judge’s supervisory abilities, a breakdown like this is also suggestive of a lack of respect for the complete integrity of the judge’s duties, which are under intense scrutiny. Sometimes you just have to make sure things work right, and this was one of them.
