I wanted to investigate the basis for claims made about Biden's Metabiota labs. The text of Russia's petition for an investigation is not on the United Nations website. I couldn't find a copy anywhere so I used Russia's gov website content. Since FR receives daily dispatches from Ukrainian sources, I'm sure no one will object to providing both sides of the dispute.
Obama makes an appearance in this Russian account of the development of the United States bio warfare labs, as does the CIA's Nuland, FIVE EYES and NATO. So far, there's a news coverage blackout on this topic so Russia's government website is the only source I could find.
Below are excerpts from the 4-page overview of Russia's position. The full report is 200 pages in length but so far I can't find an English version. All MSM sources and regime Gov officials, in addition to the UN Security Council, insist these allegations are 'baseless' and 'lack evidence', using pretty much the same template as their description of Trump's 2020 Election theft assertions.
If even a fraction of Russia's assertions turn out to be true, I can see why those behind the US labs 'can't afford' to be exposed, and therefore the US/Ukraine/NATO 'can't afford' to negotiate peace, as Putin has said his peace terms will require UN investigation of US bio warfare labs in the Ukraine. So, no peace agreement means no UN investigation into bio warfare labs.
The overview document asserts the weapons of mass destruction (biological) being developed in the Ukraine, along with experiments on unwitting citizens/military, potentially exist everywhere in the world the US has labs.
The overview on the Russian.gov website is probably 4 pages - I put some excerpts below to give you an idea what's in it. Russia asserts that the Ukraine has at least 50 US labs developed for the purpose of waging 'invisible' bio warfare on Russia and beyond.

"The Commission came to unequivocal conclusions that Ukraine, as a major military biological testbed and foothold for waging an invisible biological war against Russia, has been created and managed by the United States of America for many years. You should know that the main laboratories are located in Lviv, Odessa, Kharkiv, Kyiv, which are not open to public and we do not know what is happening there."

It’s not an assumption. Bio labs mean...well, bioLOGY labs. They are biology labs until they are something more; and since you are supporting the claim that those bio labs are in fact bio-WEAPONS labs you have the burden of proof to show that. Which, of course, you have not done.
There is a reason jury trials go through voir dire: To weed out those who quickly jump to conclusions and assume facts not in evidence and rush to judgment: People like you.

I'm sorry you didn't read the thread.
It's a petition to the UN. I couldn't find anyone else, including the UN, with a copy. I explained this in the thread above. I think a the best sources of a UN petition are either the UN or the country making the petition.
I think it's bizarre that posting a petition to the UN is frowned up as if I'm supposed to accept rumors and never read sources.
