This was a fairly common occurrence here in the 80s..... back then we called it “seabo”I can't tell you the amount of times we dealt with that both on the beach and just drifting around. One time we hooked a buoy to work it and there was a large bag of weed taped to it.

Wabasso Beach Fl. was usually the best place to pick up some Seabo.
