The Russians thought that James Baker’s assurances that NATO would not expand one inch when Russia approved the reunification of Germany. With US troops now stationed permanently in Poland and on a rotational basis in the Baltics, the Cold War has returned bigger and badder. Until Ukraine, we never tried to destroy the Russian economy and currency, blow up their infrastructure, and brand their leaders war criminals. We have crossed the Rubicon.

That was with the Soviet Union. Maybe a new agreement with Russia: no nuclear-armed missiles in Cuba and no nuclear-armed missiles in Ukraine or Finland.
