“Crime Stoppers announced on Sunday they will not be returning the more than $63,000 raised during the two-day search for Russell” If I understand it correctly, Crime Stoppers isn't saying they'll never return the money to donors. They're saying their own rules prevent them from doing it right now because the case is still under investigation.

I’m not sure people who donated on the strength of such a dodgy story deserve to get their money back.
