Uttering and publishing is a crime related to the forgery or counterfeiting of important documents and then attempting to pass them off as if they are legitimate.
The whole forgery and counterfeiting argument is laughable. This is yet another abuse of power that will ultimately get slapped by the USSC, but the process to get there will be a PITA.
