He threw his shirt at them and then started walking towards them. Seems reasonable to assume it was an assault about to proceed to a battery so the taser response is justified.

Hiring qualifications for cops used to include being large males, those cops are weak beta people, not strong enforcers with billy clubs.

Yes, I agree. She was actually touching the officer while screaming at him. “He never touched you, why did you tase him.” Should the officer have waited till he was touched? Lying down on the ground bleeding? What does she want?
I doubt she even knows, other than the opportunity to scream at someone.
