Kuleba at UN General Assembly: Putin has ‘imperial tumor’ in his head

Minister of Foreign Affairs of Ukraine Dmytro Kuleba calls on UN member states to put maximum pressure on Russia to make it stop violations against children and return them to Ukraine.
As an Ukrinform correspondent in New York reports, Kuleba said this at the open debate of the UN General Assembly “Situation in the temporarily occupied territories of Ukraine” and read excerpts from the diaries of children who survived the horrors of war.
“Why have these and millions of other Ukrainian kids been robbed of their childhoods? Because Putin has an imperial tumor in his head? Because Russia doesn’t mind the suffering of children to achieve its sick political goals?” Kuleba said.

According to him, the full-scale Russian invasion deprived all of Ukraine’s 7.5 million children of their normal lives. Almost two-thirds of them have been internally or externally displaced. Russia has killed at least 494 Ukrainian children and injured 1052 more. At least 379 have gone missing during hostilities.
Right now, Russia continues mass abduction and deportation of Ukrainian children, Kuleba added. “A disgusting, heinous genocidal crime, for which Putin and his children’s rights commissioner [Maria Lvova-Belova] are already wanted by the International Criminal Court,” he noted.
To date, at least 19,474 children have been illegally deported, 4,390 of them are orphans or deprived of parental care, the minister emphasized, adding that only 383 children have been returned so far.
“We should jointly demand that Russia immediately provide the list of children it took from Ukraine and grant access to them for international human rights and monitoring missions. Russia must free Ukrainian children and return them to their families,” Kuleba emphasized.
He also called for the development of new international instruments for punishing the abduction of civilians and ensuring the safe return of civilian hostages.
According to the Rome Statute, the detention of civilians can be considered war crimes and crimes against humanity, and is also a tool of Moscow’s genocidal war, the minister emphasized.
According to Ukraine’s National Police, since the beginning of the full-scale invasion, 8,800 civilians have become victims of enforced disappearances and remain illegally detained, with more than 10,200 people considered missing.
As reported, Dmytro Kuleba pays a working visit to New York, where he takes part in the UN Security Council meeting and an open debate of the UN General Assembly regarding the situation in Ukraine.

Obviously, the Russian leadership is now trying to provoke these crises. Without our exports, the deficit in the global market will, unfortunately, be very significant. And not only for the poorest countries. Different countries will feel it: from Libya and Egypt to Bangladesh and China. We are working with our partners to prevent this.

For our part, we are developing options for action and agreements to preserve Ukraine’s global role as a guarantor of food security, our maritime access to the world market, and jobs for Ukrainians in ports and the agricultural industry. Italian Foreign Ministry Secretary of State Maria Tripodi said at a UN General Assembly meeting during an open ministerial debate on situation in temporarily occupied territories of Ukraine that Italy supports peace plan proposed by President of Ukraine, which provides for a just and sustainable peace WITHOUT compromise on Ukrainian territories.

“We call on all members of the General Assembly to strive for a sustainable and just peace in Ukraine. There must be a solution that guarantees the full sovereignty and territorial integrity of Ukraine. Italy supports Ukraine’s 10-point peace proposal, as it is aimed at such a solution, without compromise on Ukrainian territories,” she said.

Tripodi assured that Ukraine can count on Italy’s support in achieving a sustainable and just peace. “Italy supports the people and the government of Ukraine,” she emphasized.

President of Ukraine Volodymyr Zelensky today, July 18, held another meeting of the Headquarters of the Supreme Commander-in-Chief.

Zelensky announced this on Telegram, Censor.NET informs.
According to him, the number one issue at today’s Headquarters is the sea export of grain and port security. Deputy Prime Minister Kubrakov, commander of the Neizhpapa Navy - logistics of supply and protection of the coastal region reported.

“There were reports by Minister Klymenko and the head of the State Special Intelligence Service Shchygol about the fight against enemy UAVs. The Defence Intelligence, FIS, SSU - about the enemy’s plans.

We heard the situation on the battlefield from the commanders of Zaluzhny, Syrsky, and Tarnavsky. Minister Reznikov and Commander of the Logistics Forces Huliak reported on the dynamics of the supply of projectiles,” the message reads.
“Thank you all for your work. Let’s move on,” Zelensky sums up.

Earlier, the US Secretary of State Anthony Blinken noted that the US will help Ukraine with exports after the withdrawal of the Russian Federation from the “grain agreement”.

It will be recalled that on July 17, the spokesman of the Russian dictator Dmytro Peskov said that the “grain agreement” was actually stopped. On the same day, the Ministry of Foreign Affairs of the Russian Federation announced that the Black Sea Initiative will cease to function as of July 18. Russia withdraws shipping safety guarantees.

According to Peskov, the Russian Federation “will immediately return to the “grain agreement” as soon as the agreements concerning it are fulfilled.”

It was also reported that on the morning of July 16, the last vessel with Ukrainian grain as part of the grain agreement left the port of Odesa.

War update: Heavy battles ongoing on five sections of front

Heavy battles are ongoing in Kupyansk, Lyman, Bakhmut, Avdiyivka, and Maryinka directions. Eighteen combat engagements took place there during the day.
This is stated in the report by the General Staff of the Armed Forces of Ukraine as of 18:00 on Tuesday, July 18, published on Facebook.

According to the General Staff, the Russian invaders continue to focus their main efforts on these sections of the front.

Meanwhile, in Melitopol and Berdiansk directions, the Defense Forces of Ukraine continue to carry out an offensive operation, gain a foothold on the reached frontiers, inflict fire damage from artillery, and carry out counter-battery fight.

During the day, Ukrainian aviation launched 11 strikes on enemy personnel, weapons, and military equipment clusters, and three more on its anti-aircraft missile systems.
Missile and artillery units of the Armed Forces of Ukraine hit an enemy command post, eight artillery pieces on firing positions, two ammunition depots, and three electronic warfare stations.

Ukrainian defenders also destroyed two Russian reconnaissance drones of operational-tactical level.
Today, the Russian army launched a missile and air strike on Ukraine. According to detailed information, the enemy used six Kalibr cruise missiles and 35 Iranian-made Shahed-136 combat drones.

In addition, the invaders launched 70 airstrikes and 53 MLRS attacks on the positions of Ukrainian troops and populated settlements. As a result of enemy attacks, civilians were killed and injured, industrial facilities, residential buildings and other civilian infrastructure objects were destroyed.

In VOLYN and POLISSIA directions, the operational situation has not changed significantly. There were no signs of the formation of enemy offensive groups.

The Russian Federation maintains its military presence in SIVERSHCHYNA and SLOBOZHANSHCHYNA directions. More than 20 settlements were hit with enemy mortar and artillery. In particular, Seredyna-Buda, Iskryskivshchyna, Stepne in Sumy region; Hlyboke, Vovchanski Khutory, Volokhivka in Kharkiv region were affected.

In KUPYANSK direction, the Ukrainian defenders firmly hold the defense. In the area of Kyslivka, the Russians launched an airstrike and shelled Novomlynsk, Dvorichna, Zapadne, Petropavlivka, Holubivka, Kupyansk in Kharkiv region with artillery and mortars.

In LYMAN direction, the invaders attacked the areas of Bilohorivka in Luhansk region; Spirne and Siversk in Donetsk region. Nevske and Bilohorivka in Luhansk region; Torske, Verkhniokamyanske, Berestove, and Rozdolivka in Donetsk region were hit with enemy artillery.

In BAKHMUT direction, under heavy Russian aircraft and artillery fire, the Defense Forces of Ukraine successfully repelled enemy attacks near Bohdanivka in Donetsk region.
The Russian army launched airstrikes near Kurdiumivka, Ozarianivka, Druzhba, Bila Hora, and Oleksandro-Shultyne in Donetsk region. More than 10 settlements, including Vasiukivka, Bohdanivka, Ivanivske, Klishchiyivka, Chasiv Yar, Markove in Donetsk region came under enemy artillery fire.

In AVDIYIVKA direction, the Russian army launched an air strike in the area of Avdiyivka and fired artillery at more than 10 settlements, including Avdiyivka, Vodiane, Pervomayske, Orlivka, Berdychi in Donetsk region.

In MARYINKA direction, the defense forces continue to hold back the advance of Russian troops near Maryinka and Krasnohorivka in Donetsk region. More than 10 settlements, including Krasnohorivka, Maryinka, Heorhiyivka, and Maksymilyanivka, were hit.

In SHAKHTARSKE direction, Russian invaders made unsuccessful attempts to restore their lost positions in the areas of Rivnopol in Donetsk region; Novodarivka in Zaporizhzhia region.

The Russians launched airstrikes in the areas of Velyka Novosilka, Makarivka, Rivnopil in Donetsk region. More than 10 settlements came under enemy fire in this direction, including Vuhledar, Storozheve, Blahodatne in Donetsk region.

In ZAPORIZHZHIA and KHERSON directions, the Russian troops focus their main efforts on preventing the further advance of the Ukrainian troops. The invaders hit the districts of Mala Tokmachka, Novodanylivka, Orikhiv, and Pyatykhatky in Zaporizhzhia region from the air.

More than 20 settlements were hit with enemy artillery, including Vilne Pole and Vremivka in Donetsk region; Zaliznychne, Lobkove, Kamyanske in Zaporizhzhia region; Synelnykove and Nikopol in Dnipropetrovsk region; Kherson, Burhunka, Sadove, Berehove, Rozlyv in Kherson region; Ochakiv in Mykolayiv region.

The preparation of practical F-16 training for Ukrainian pilots was one of the main topics of the 14th Ukraine Defense Contact Group meeting.

“We heard from the co-leads of the F-16 training coalition, Denmark, and the Netherlands. They continue to make progress on a cohesive training plan to help some very eager Ukrainian pilots learn to fly fourth-generation aircraft,”
U.S. Secretary of Defense Lloyd J. Austin III said following the meeting Tuesday, an Ukrinform correspondent reports.

During the meeting, he noted, the participants discussed providing Ukraine with additional air defense capabilities and ammunition. “I’ve asked our friends to continue to dig deep into their military stocks,” Austin said.

Moreover, according to him, the 14th Ramstein format meeting participants discussed plans to ramp up ammunition production for Ukraine at both the national level and the multinational level through the European Union’s initiative.

“Such initiatives clearly show that members of this Contact Group continue to meet Ukraine’s near-term needs while also working to get Ukraine what it needs for the long term,” the U.S. Secretary of Defense stressed.

The 14th meeting Ukraine Defense Contact Group meeting in Ramstein format took place Tuesday in a virtual mode with the participation of about 50 countries.

Today we are launching negotiations with Ukraine to formalize — through bilateral security commitments and arrangements aligned with this multilateral framework, in accordance with our respective legal and constitutional requirements — our enduring support to Ukraine as it defends its sovereignty and territorial integrity, rebuilds its economy, protects its citizens, and pursues integration into the Euro-Atlantic community. We will direct our teams to begin these discussions immediately.

We will each work with Ukraine on specific, bilateral, long-term security commitments and arrangements towards:

a) Ensuring a sustainable force capable of defending Ukraine now and deterring Russian aggression in the future, through the continued provision of:
- security assistance and modern military equipment, across land, air, and sea domains – prioritizing air defense, artillery and long-range fires, armored vehicles, and other key capabilities, such as combat air, and by promoting increased interoperability with Euro-Atlantic partners;
- support to further develop Ukraine’s defense industrial base;
- training and training exercises for Ukrainian forces;
- intelligence sharing and cooperation;
- support for cyber defense, security, and resilience initiatives, including to address hybrid threats.

b)Strengthening Ukraine’s economic stability and resilience, including through reconstruction and recovery efforts, to create the conditions conducive to promoting Ukraine’s economic prosperity, including its energy security.
c) Providing technical and financial support for Ukraine’s immediate needs stemming from Russia’s war as well as to enable Ukraine to continue implementing the effective reform agenda that will support the good governance necessary to advance towards its Euro-Atlantic aspirations.

In the event of future Russian armed attack, we intend to immediately consult with Ukraine to determine appropriate next steps. We intend, in accordance with our respective legal and constitutional requirements, to provide Ukraine with swift and sustained security assistance, modern military equipment across land, sea and air domains, and economic assistance, to impose economic and other costs on Russia, and to consult with Ukraine on its needs as it exercises its right of self-defense enshrined in Article 51 of the UN Charter. To this end, we will work with Ukraine on an enhanced package of security commitments and arrangements in case of future aggression to enable Ukraine to defend its territory and sovereignty.

In addition to the elements articulated above, we remain committed to supporting Ukraine by holding Russia accountable. This includes working to ensure that the costs to Russia of its aggression continue to rise, including through sanctions and export controls, as well as supporting efforts to hold to account those responsible for war crimes and other international crimes committed in and against Ukraine, including those involving attacks on critical civilian infrastructure. There must be no impunity for war crimes and other atrocities. In this context, we reiterate our commitment to holding those responsible to account, consistent with international law, including by supporting the efforts of international mechanisms, such as the International Criminal Court (ICC).

We reaffirm that, consistent with our respective legal systems, Russia’s sovereign assets in our jurisdictions will remain immobilized until Russia pays for the damage it has caused to Ukraine. We recognize the need for the establishment of an international mechanism for reparation of damages, loss or injury caused by Russian aggression and express our readiness to explore options for the development of appropriate mechanisms.

For its part, Ukraine is committed to:

a) Contributing positively to partner security and to strengthen transparency and accountability measures with regard to partner assistance;
b) Continuing implementation of the law enforcement, judiciary, anti-corruption, corporate governance, economic, security sector, and state management reforms that underscore its commitments to democracy, the rule of law, respect for human rights and media freedoms, and put its economy on a sustainable path;
c) Advancing defense reforms and modernization including by strengthening democratic civilian control of the military and improving efficiency and transparency across Ukraine’s defense institutions and industry.

The EU and its Member States stand ready to contribute to this effort and will swiftly consider the modalities of such contribution.

This effort will be taken forward while Ukraine pursues a pathway toward future membership in the Euro-Atlantic community.

Other countries that wish to contribute to this effort to ensure a free, strong, independent, and sovereign Ukraine may join this Joint Declaration at any time.
