Seems like title made to catch the eye but not to convey the truth. There’s no reason most of that asphalt can’t be chipped away to as thin a layer as possible for sessions of filing down the rest until oil can be applied to soften that layer. Maybe the doctors should call a paving company for suggestions.
Bet they don’t pull that stunt again, at least not without wearing gloves.
