I am paraphrasing (a lot) but I believe that exists, essentially.
Allowing Ukraine into NATO would violate that and could easily be considered an act of war, couldn’t it?

There isn’t such a thing, Russia doesn’t run Europe, European countries, or NATO.
Six NATO countries border Russia, Finland just added 830 miles of NATO/Russia border and Russia was indifferent to that happening.
