No the proximity fuse or airburst, like you say, goes back to WW2. Shell blows up above ground and the outside case as well as internal shrapnel is distributed by the shell explosion.
The cluster munitions, the internal bomblets in the shell have their own separate explosives, and they can land and explode later.

The Ukrainians and their puppet masters all claim any Russian missile or bomb is actually aimed at civilians, and later we find out the weapon(s) took out ammo dumps and air defense systems.
The Ukrainians were happy to target Ukrainians of Russian descent. That’s how this show got started - they kept trying to ethnically cleans the Ukraine and NATO was to ‘cleanse’ Russia of Putin by provoking war and then collaborating to drive the proxy war and establish regime change. NATO’s plan isn’t working....

Pick the goriest of the chemicals and biological agents, like the ones the Syrians used against their populations... piles and piles of dead innocents!
