What’s the risk?
You send out people to make certain claims to congress about UFOS/AEPS/etcs that cannot be proven or disprove, so you’re not going to be held in contempt for lying, and even if they come back latter and recant or modify their story, it only adds to the muddying of the waters and helps the counter intelligence objectives.
