Technically Kosovo was a semi-autonomous province in the old Yugoslavia. Miloslevic made his bones by suppressing this autonomy.
If anyone “created” Kosovo, it was Tito.
And in that I think he was just recognising a fait accompli. You cannot rule a region only on behalf of a small minority of the population. The majority will make its wishes felt, one way or another.
The Russian purpose certainly wasn’t to reform Ukraine for the benefit of the Ukrainians.
But even so, giving your argument the benefit of the doubt (which I doubt you are making sincerely), we come back to St Thomas, and the “just war”.

I’m totally sincere and my point of view is shaped by the belief that we are in a worldwide war to dismantle the cartel that has run it for 100 years. Putin has his part to play, Trump has his part and likely in the end we will discover Xi had his part to play. That last part remains to be seen.
Macgregor is right about the Polish army they are rated 20th in the world out of 145. They have been doing arms deals with S Korea and are rapidly expanding and on the way to becoming the strongest land force in Europe.
Remember that little squabble over a murdered arch duke —a fight between Serbia and Austria-Hungary lead to WW I and 11 Million deaths. The fight over Donbas could well be leading us to WW III and a change in the whole world order. There is no “cartel”. Certainly not one that has maintained itself for 100 years. Way too much in the world is both revolutionary (mainly technology), thus prone to constant overthrow, and contingent. People push up constantly and displace the old chieftains, and they bring with them new interests. The new big guys want different things than the old big guys.
There is constant churn of elites, if one means actual individual people and their families. One needs actual persons to collude in secret after all. The Rockefellers, say, matter way less, relatively, than they did in 1970. Whatever golf course it is where things are decided, it’s not a Rockefeller on the green. Heck, I doubt much of importance happens on golf courses anymore.
If one means a general social caste, then you are on firmer ground, though here you have to depart from conspiracy theories, into sociology, as you are now dealing with millions of people. Go have a look at Angelo Codevilla.
From current events, the US (and its friends) is not going to need F-22’s and aircraft carriers. The long term is still the same long term as what won WWI and WWII. In that case it was the Royal Navy blockades of Germany and its allies.
Mahan still rules. The aircraft carriers (and subs and F22’s) can stay out of sight.

The “west” controls the seas and international trade. Russia cannot ship the bulk of its primary export without western permission. This is being throttled.
It took a very long time for Rome to fall, its relative strengths were such that it took a few centuries of decline and dozens of disasters, while it was crushing a long string of wannabes all the while.

Mother Russia is withering away internally. Mother Russia will lose the wherewithal to be, much less fight a war.
At some Pont in the next year or so you are in for a terrible shock. Even JFK knew that we were all being ruled by a cabal of Central Bankers.
Central bankers are bureaucrats. They are not the movers in that game, they are just tools at best. They are not, after all, very rich people. Jerome Powell and Janet Yellen aren’t billionaires.
No, what you have is a complex game among much more powerful people with often divergent interests.
And as time goes by these peoples interests change, along with external circumstances- I said this was all contingent. And the people change. We are all mortal after all. And other people rise, being better able to adapt to change than the old crew, and the game changes too.
A century old conspiracy requires continuity, which requires an institution, not individual conspirators, which in turn requires at least a degree of impersonal idealism among the managers of the institution - that is how institutions continue beyond personal lifetimes.
One has to think these things through. It does not do to say “conspiracy” and leave it at that.
Is the Monroe Doctrine no longer applicable?
The Serbian minority in Kosovo is acting up. What happens if Serbia invades? Does NATO intervene?

The Monroe Doctrine basically meant that the US wouldn’t tolerate any interventions of the European powers in America and the US wouldn’t intervene in Europe in return.
And when Serbia invades Kosovo, would that be a just war?
To serve the interests of a very small minority vs 95% of the people?
That was the point of it going back to the days of Miloslevic.
That was why Tito, a much wiser man, gave Kosovo autonomy.
