One bad cop makes it bad for a hundred good cops.
Most people when they are kids probably think the police department would be the one place where corruption and criminality, falsifying records, lying under oath, and doctoring evidence are impossible because 99 to 100% of the cops are good, instead, it is commonplace there, which indicates there isn’t anyone there to bust them, expose them, arrest them, investigate them, record them, turn them in, stop them, or even just talk them out of doing criminal acts.
Police Departments are the way they are because the police are the way they are.
I think you have the ratio of bad to good cops reversed.
