A lot of aid volunteers and press from outside of Ukraine were at the restaurant. Maybe this is just another attack on humanitarian aid groups and journalists, something the Russians did during the Kherson flood.
Well, there were a lot of civilians in the hotel proper, but the cafe and surrounding buildings were housing troops.
