You are uninformed. That hotel was damaged by a strike to the building behind it in March. Very few people stay there, except for some aid workers.
Don't fall for the Russian propaganda about who was in the restaurant. You can watch the videos made immediately after the impact and see for yourself. You will see civilians, and guys in uniform arriving to help out.
