I’ve been kicking around the thought of what the term nuclear-armed means to Lutin at this moment. Are they useful and would he use them inside his borders? It would he threaten the West to use them unless we come save his regime from Wagner? How do they benefit him here?

They become more of a hinderance to the central government. Putin needs to make sure that 100% of the many scattered nuke sites are defended. That ties down a lot of troops.

If Wagner gets even a handful of nukes it changes everything.

If he is rational and has a conscience, not much, although NATO will never attack Russia.

If he is irrational or lacks a conscience, I prefer not to think about it.
