Nor is starlink even capable of functioning 12500 under water. Or even 12.5 feet underwater

No radio is usable under water. No GPS, cellular phones, nothing. Submarines must nearly surface and drag very large antennas just to receive ELF radio signals. This is why inertial guidance systems are used on submarines.

Underwater communications must be done using sound. That suffers from a great deal of ocean noise, multi-path reflections, and frequency dependent absorption. If you want to talk to something deep in the ocean, you have to use a long wire.
