Spent a bit of time in the Ghetto trying to help kids get an education, go to college and make something to better their lives. It was an eye opening experience that bore no resemblance to the narratives used by both the Democrats social welfare activists and the Republican tough love advocates. There is a deep seated dysfunction among almost unbelievably low functioning people dynamic going on there. You are dealing with a class that is going on it's 5th or 6th generation of welfare dependency and joblessness combined with the accumulated effects of generations of drug and alcohol abuse. You have people who are impaired by the cumulative effects of several successive generations of fetal drug and alcohol syndrome and no amount remedial education is going to help reverse the damage since it is organic in nature . We are seeing the end state of this big cities where catatonic drug zombies are literally rotting away live in the streets. There is no coming back from this as rehab is simply not even possible in many cases. The illegitimate birth rate combined with hyper promiscuity has gotten so out of control that many don't even know the fathers of children are and so the congenital effects of inbreeding are even starting to show up. The stories about inner city kids who are graduating without even basic 3rd grade math and reading skills gloss over the fact that it is not just a lack of teaching and study skills at play - we are dealing with emerging generations that simply lacks the cognitive capacity and facilities to sit down and learn basic math and reading skills. These are not problems that are going to be easy to solve
