You can tell a lot about any hierarchical organization by looking at the things the lower-level people in that organization do. The fish rots from the head. If there’s a beat cop who is taking bribes, you can bet that behavior goes all the way to the top. Think of individual people as being in a basketweave with the others they work with. There’s just no way to keep any activity a secret from your coworkers. (My mother used to say, having an affair at work is like having sex in Macy’s front window.) Similarly, it was well known that a bribe would get the local inspector to sign off on your building. At some point the guy running the office was fired for taking bribes. (He ran afoul of some commissioner who used something already widely known to fire him.) So, if teachers are having sex with students, you can bet that whoever is running the show knows about it, probably partakes also, and will run interference.
