Wrong. An experience, skilled rider can significantly reduce their risks by using defensive skills. Simple thing like slowing down and covering the brakes on approach to intersections, cross streets, or when cars in the left turn bays ready to left turn in front of you, looking both ways even when the light is green etc, etc.
Plotting for the unexpected in every encounter helps me immensely. Analyzing how the encounter could go bad and game planning an appropriate response (braking, lane changes, accelerating, etc.) has kept me from hitting the pavement more than a few times.
Its hard to plot against the flying deer though . . .
