I live very close and know this area well. Two places this person came from - A nearby apartment/condo or the AZDOT drainage culverts where a mass of homeless people have been congregating for several years now. The apartments in this area are typically luxury, but there’s also a lot of open space (desert) between that location and the Mayo Clinic. This guy should have been found already.

Legally speaking you are just wrong. The police saw him running away and put his photo out. They aren’t looking for him because they think he may have seen something.
There are subjects, witnesses, suspects and charged/accused. These is no weasel category where we clearly think this person was the likely offender, but golly we aren’t sure we can call him a suspect. The instant you believe someone is anything other than a pure witness, they are a suspect. Suspects might get cleared and other times they get charged.
And when they find this “person of interest” and arrest him with a SWAT team and cuff and search him, that tells the court they thought he was involved. They had better have read him his rights before the interrogation.
Person of interest as a PIO word. It literally became famous in pop culture when the FBI was using it against Richard Jewell. They had 100% formed the opinion that he was the Olympic Park bomber. They were sweating him, following him around, making a big show about parking in front of his house, release Tempus name to the press…. Everything. It’s a legal fiction for the FBI to have pretended he was not a suspect. He was THE suspect.
No different than the term person of color, minor attracted person, etc. But Person of Interest has no legal meaning not covered by the original categories. Even DOJ does not claim that.

Oh hell, I didn’t realize you were Canadian. You really don’t know. It’s widely used by PIO‘s, but just out of political correctness. It carries no unique definition in American law. In American courts, the instant the cop has the slightest idea that this guy could possibly be involved in the crime, he is a suspect. It’s not when you have enough proof to charge him, or anything of that sort. It’s not when the evidence is starting to mount up. The instant the cop forms in his mind, the idea that “hmmm this guy could possibly be involved in this “, he’s a suspect. And then the investigation continues . The investigation may lead to him being charged, or cleared.

That is literally the textbook definition of a suspect. Someone possibly involved who has not been formally arrested or accused. And needs further investigation.
I have no idea what it might mean in Canada.

Potential witnesses are called witnesses, or subjects.
Suspect looks like a scholar.
That person is an accessory after the fact. If they know who did it, but didn’t do it themselves. That, or they are a witness that has not yet come forward. Person of Interest is like person of color. Cops often speak of potential witnesses when they are trying to find aunt Bessie who was walking her poodle on the trail that day. But if they have the slightest scintilla of an idea that the homeless black guy running from the scene where the body was found might be involved, then he has a suspect. Not a person of interest.
Someone has been apprehended. Let’s see how this goes

I seem to recall being told that the saying in Genghis Khan’s empire was that an unaccompanied maiden could walk the length of the empire with a bag of gold on her head, unmolested.
