A child rapist deemed too young for jail is to have his sentence appealed by prosecutors after a backlash led by JK Rowling.
Sean Hogg, 21, was spared prison earlier this month and instead ordered to carry out 270 hours of unpaid work for raping a 13-year-old girl in a park.
The judge in the case, Lord Lake, said that had Hogg been aged 25 or over, he would have been sentenced to between four and five years in custody.
However, under Scottish sentencing guidelines introduced last year, courts are told to treat those aged up to 24 much more leniently, in part because it is claimed their brains have not fully developed.
The sentence caused outrage from Ms Rowling, the Harry Potter author, who claimed it sent a dangerous message to young men that they could attack girls with impunity.

Can’t prevent the government from interfering with your child when it comes to moral education, sexuality, sexual activities, abortion and transgenderism because the child is seen as a sovereign individual and yet, in this case, accountability is out of the question because they aren’t able to make decisions about right and wrong even at 21. How does this make sense?
Children, teenagers and young adults are free to be wild and make life altering decisions for themselves and others but are not responsible for the outcomes. Progressives also want these heads full of unaccountable mush to be able to vote by aged 16.
I am hopeful there are details missing in this story but if not, we can see where progressives want to take Western humanity. The Left are very weak on law and order, always pushing the envelope on “reforms” and making excuses for bad behavior from rapes to mass shootings. They are always afraid of accountability for themselves so only want their ideological enemies held accountable. Progressivism is a cancer. It’s the opposite of progress.

Doesn’t make the sentencing correct but it does help explain the judgement.
It shows us the headline editor was interested in causing outrage over the sentencing guidelines and getting ad impressions. Misleading clickbait? I’m shocked /s
Although he was actually 17 at the time of the crime, not 21, my point stands because the sentencing guidelines do reflect this logic about under 24s.
I’ve heard about brains not being fully developed until the mid-twenties, but they are still developed enough to know right from wrong.
