What is unlawful possesion of catalytic converters?

They want to make it illegal to have a catalytic converter?

If so, then the law is gross overreach.

If I have the receipt for it then I bought it. If it looks like it was sawed off, then a good chance it was stolen.

Oh yes. Think about it. What type of vehicle on the roads today has no need for a catalytic converter?
