If it is stolen goods is it not already illegal?

Exactly, which suggests to me that the intent of the law is to create a legal presumption that any convertors seized from “suspects” are stolen.

Which to me is an overreach on the part of the lawmakers.

There are too many of these ‘guilty until proven innocent’ laws out there already.
