"Charles" and "pounds" are in English, the rest in Latin. They could have put Carolus instead of Charles.
And the year in Roman numerals but probably most people would not be able to figure out what the numerals meant.

The coin shows that he was claiming to be king of Britain, Ireland, and France. (George III still claimed to be king of France as of 1783).
Defensor Fidei is missing.
When I was a kid I saw a coin that appeared to be one of Charles II of England (but it was very worn and it was hard to read the inscription on it).

Probably whether the English king claimed the throne of France depended on exactly how much they wanted to piss off the French at that particular moment in history. At least until the French chopped their King’s head off, then after that I think the English kings lost interest in applying for that job.
