The Macedonian Greek Ptolemaic rulers of Egypt didn't even speak Egyptian, language spoken by their subjects. Cleopatra was the only ruler who learned to speak it and to read Egyptian hieroglyphics--and she also learned at least six other languages.

“blue eyed” — most likely no.

We have zero historical statements or depictions showing her eye color.

Her hair was referred to as auburn. So most likely she wasn’t blue-eyed. Most likely.

She was also Greek (mostly), so again lower likelihood of being blue-eyed.

Definitely not “non-zero possibility”, but the probability of her being blue-eyed is very, very low
