The article is about moving the Capital City.

No, there is no 'city' mentioned in the US Constitution, but the Capitol where Congress meets is. That is why it is capitalized.

If the writer of the Newsweek article doesn’t know the difference between capitol and capital, you’d think that the editor would catch it.

As in virtually every sector, the ruins left behind by the WOKE NEA are glaringly apparent.

You should go back and check for the word "Capitol" in the US Constitution.
