Offering someone a job is a “quid”.
Nothing wrong or illegal about that.
But when that offer comes with a condition, that the person must refrain from presuming some future opportunity, or something like that, then that is the “pro quo”.
This for that.
And it is right in there that the ernest offer of an employment opportunity becomes a bribe.
Were the offer an unconditional one, with no requirement that she reject any future political opportunity or appointment, then there would be no way to characterize it as a bribe.
But when it is a this-for-that, quid pro quo, it does become a bribe. But, as she is simply a public figure and not a public office holder, it is indeed questionable as to whether there is any illegality involved.
Well, she is at CPAC, amongst a crowd who enjoy nothing more that a juicy conspiracy theory.
Play to the crowd. Sing the songs they came to hear.
