I see bloated, woke, irresponsible, politicized and lazy government bureaucracy at every level I encounter it.
At the local DMV, HHS or VA, its pernicious effects are slow-moving and don’t cause mass disasters, only personal disasters, which aren’t interesting to politicians or media.
But I assume the same exists at FAA. Their mistakes will be a lot worse.
Years ago I used to fly out to California. Hope was my favorite airport. So easy to get into, get to your flight and get your car. I don’t know if it still is but it was 10 years ago.
There have been a lot of near misses lately. Won’t be long before it won’t be a miss.

We had to diversify the air traffic control system for equity.
Just a guess. Either ATC screwed up or the departing pilots diddled around after receiving the take off clearance. I am voting for the former since BUR isn’t that busy of an airport. I watched some live action at Gatwick(London) the other day. They were using one runway for arrivals and departures. It was non stop action. As soon as a jet landed, a departing jet would start the take off roll as soon as the arriving jet exited the runway.
But. We do have a diverse tower and ground control crew.
Over a mile out? That’s not a near collision.

Retired USAF air traffic controller here. Not sure why the arriving aircraft aborted his landing. The separation between these two aircraft is that the departing aircraft must be 6000 feet down the runway and airborne before the arriving aircraft crosses the runway threshold (FAAH 7110.65, paragraph 3-10-3, a, 2(c). The article is not very clear but just because the departure was cleared for takeoff when the arrival was 1 mile from the runway does not violate separation standards.
