What happens when you boil something in a sealed cylinder?
In the late ‘80’s, a propane car exploded... the car flew over 3600 feet..
And it would have spewed poison vapor over a far greater land mass...
This crap in gas form is deadly beyond belief.... letting it vent was out of the question...
So, let it explode, vent it, or empty it out and burn it...
Burning it was the best of 3 very bad choices.

Blasting caps punch holes in the tank at strategic locations, and usually some sort of flare is lit to ensure the liberated gas ignites.
The article is stupid scary about phosgene, which comprises a miniscule 0.004% of the vinyl chloride monomer combustion product. About 3% is Hydrogen Chloride, which is the worst of it. CO2 is about 6%, CO is <1%, and carbon soot is about 6% by weight.
