Soldier needs his hands for weapon and other stuff.
It doesn't require a highly sophisticated brain interface to detect the raw visual response. Coded pulses of light hitting the eyes would be detectable as spikes.
The operator chooses which icon to focus his eyes on, and the pulse code associated with that icon is detected in the brain. The eyes can move pretty fast to select a sequence of coded commands if needed.
The interface will ultimately be used to control a group of robots (aka a swarm), and the actions of the individual robots in the swarm will be algorithmic.
