Starting with the homeless in LA, there weren’t high death numbers. Many developing countries were able to put in other protocols that worked. In Bangladesh, people were trained to use a nasal spray with hydrogen peroxide. Think about the study that found listerine users being less likely to contract the virus, and this protocol made sense.
