The biggest problem I see is that you don’t need to own land next to a military base in order to plant surveillance devices on it. I suppose owning it might make it easier to keep them secret, but not much.
I suspect that what they are trying to do is identify individuals who know secrets so they can spy on them and learn what they know. They probably monitor their social media accounts hoping they will say stuff. They may even recruit them as spies.

Why not? States can regulate who buys property within that state. It’s not a federal issue at all.
Can you own property in Mexico as a US citizen? No. How about China? No. Japan? Germany?
